Lately, the applications for national defense patents in China have reached 20,000 or more, which became strong force in advancing independent innovation of China's armies and the construction of the informationization of weapon and equipment.
In 1990, China put its first Regulations on National Defense Patent in force, which indicated the establishment of national defense patent system. On September 17, 2004, the newly revised Regulations on National Defense Patents was publicized, which further consummated the law and regulation system of national defense patents with Chinese characteristics.
It is learnt that since April 1, 1985 when the first national defense patent application was received, the applications for national defense patents in China were ascending year after year. Especially since the year 2000, the yearly increase rate of national defense patent applications continued to increase by 40% and patent transformation rate kept at 70% or so.
National defense patents bear military innovation while IPRs are closely related to S&T safety. On May 6, 2009, National IP Implementation Work Leading Group was officially set up. Nowadays, the integrated plan concerning the implementation of national IP strategy has been drafted out. The PLA General Armament Department were busy working out relevant regulations and strived to issue IP management measures related to weapon and equipment construction as early as possible.
