13 departments of the State Council decided to launch special campaign on cracking down upon releasing false medicine advertisements via media like Internet and distributing false drugs by post and express service. The 13 departments are Ministry of Health, Ministry of Industry and Information Technology, Ministry of Public Security, Ministry of Supervision, Ministry of Finance, Ministry of Commerce, General Administration of Customs, General Administration for Industry and Commerce, the State Administration of Radio, Film and Television, Legislative Affairs Office of the State Council, China Banking Regulatory Commission, the State Post Bureau and State Food and Drug Administration.

It is informed that the special campaign will mainly focus on the following four aspects. First, check the medicine information on the Internet and fight against the actions that illegally publicize medicine ads and sales information via Internet. Second, supervise post information and express service, investigate postal and express enterprises that continue to provide convenience for offenders who manufacture and sell counterfeit drugs under the circumstances that the postal and express enterprises know or can judge by impersonal evidence that the offenders are producing and distributing false drugs. Third, supervise the medicine ads and investigate the actions that illegally release false drug ads via Internet and media, utilize medicine counseling column to publicize drug ads in disguised form, publicize the curative effect in the medicine ads in the name of consumers, sufferers and experts. Fourth, supervise the drug purchase action of medical treatment entities, beat the action of all kinds of medical treatment entities that buy drugs by post channel, put down the activities that publicize the curative effect of medicine and promote medicine in the name of physic experts and investigate the unregistered medical treatment entities and the disease and drug research entities.

The special campaign will experience three phases: September 2009 is the seedtime in which the deployment work will be done; the rectification period is from October 2009 to May 2010 and the officers will develop collective investigation and strike the serious illegal actions involving making and selling counterfeit drugs; the summary phrase is in June 2010 and the 13 departments will form a inspectorate group to inspect and sum up the rectification campaign.
