The US new law allows apps to bypass Apple and Google, but excluding games

The Arizona House of Representatives recently passed a bill by a vote of 31 to 29. The bill would require App stores to allow App developers to use their own payment software in order to avoid the fees charged by the App Store and Google Play.
 
Under the bill, app stores with more than a million downloads a year would be required to allow third-party apps to offer payment options outside the app store, allowing developers to bypass the revenue cut. It's also worth noting that third-party game software, as an exception, is not allowed to use its own payment system. The law also applies primarily to companies and consumers in Arizona.
 
Although the bill has already passed the House of Representatives in Arizona, it still needs to be debated and voted on in the Senate before it can become law. Even if all of this is passed and becomes law, it is likely to be challenged in the courts by Apple and Google.
