Recently, the intellectual property securitization product of Yantai City, Shandong Province, "Yanda Zhirong-Yantai Development Zone Intellectual Property (Human Capital) Asset Support Special Plan" passed the review of the Shenzhen Stock Exchange. Sixteen innovative Small and Medium-sized Enterprises relied on 182 core patents and achieved 300 million yuan in medium and long-term financing of intellectual property rights. This product is the first intellectual property securitization product issued since the launch of a new batch of intellectual property operation service system construction in major cities.
Since the zero-breakthrough was achieved at the end of 2018, under the strong leading of key cities in the construction of the Intellectual Property Operation Service System, fifteen intellectual property securitization products have been issued on the Shanghai and Shenzhen Stock Exchanges nationwide, and the total financing scale reached 12.8 billion yuan. Among them, thirteen orders were promoted by key cities, and relevant pilot experience is still being consolidated through local legislation in key cities such as Shenzhen. The underlying assets of the issued intellectual property securitization products are mostly core patents that are being implemented and have generated stable income. The one-time financing obtained through securitization has realized the value of the company's patent assets to a greater extent.
Promoting the securitization of intellectual property rights in accordance with laws and regulations is one of the fourth batch of tasks for the construction of the intellectual property operation and service system in key cities this year. It is an important measure to implement the Party Central Committee and the State Council’s relevant decisions and deployments and replicate and promote the use of intellectual property rights. In the next step, China National Intellectual Property Administration will further give full play to the role of the source of intellectual property operation model innovation in key cities, strengthen experience summarization and promotion, and continue to deepen intellectual property market-oriented operations.
